I have been mentioning this issue on and off also for months. :-)
I am not sure whether TC needs to formally vote on it again.
Or, we can just delegate this to editing group?

Anyhow, after we got a resolution on Issue 103 (hopefully within 2 
weeks), then editing group can edit the changes in one transaction.
