Good suggestion - thanks. I've
checked with Peter and he can add a flag to designate this. How about
calling the field, change status and using these categories:
no change
editorial (no impact on implementations)
substantive (impact on implementations)
We can discuss this on the call today.

Diane,
As part of recording the resolution
of an issue, can we indicate whether it results in a substantive change
or not.
I would suggest marking as Yes,
no or maybe (i.e some contention).
That way when we get to the end
of the review we don't have to go though the whole list.
