Use case for nonXML hierarchical resources

Colleagues,

As requested at the last TC meeting, attached is a document
describing a use case for hierarchical resources that are not XML
documents.  This document is also in the repository, and there is
a link to it from the TC Web Page.  The use case description may
need to be modified slightly depending on the final definition of
functions for matching URIs.
