Typos on the spec, announcements section in the webpage

As discussed yesterday. I have just created two issues on github to include two of the topics that I introduced yesterday in the TC meeting:

1. I documented some minor editorial issues (capitalisation issues) on the spec. https://github.com/oasis-tcs/xliff-xliff-22/issues/36
2. Some ideas to include in the announcements section of our TC’s webpage. https://github.com/oasis-tcs/xliff-xliff-22/issues/35
