Description

Draft changes to EML core to provide a CountMetric structure for additional information regarding ValidVotes in 510 reporting. Also ReportingUnit extension to provide status for results reporting. Also added option to PollingPlace to use status mechanism. These changes are designed to support US style reporting of counting - but are extensible to suit any geographic polling hierarchy.
