Description

Added ability to define the CountMetrics in the EML 410 - and also to control where in the EML 510 those occur via XPath location.

Fixed metric to be decimal from integer to support percentage reporting, and added to TotalCount level in 510.

Provide ability in 410 to define CountMetrics and counting algorithm Id - to permit pre-definition for developers of exactly what is needed in the 510 count results tabulations.
