Description

Working draft 2 of the ECF 3.1 core specification which adds:
- Edits from Roger Winters. Roger also identified issues to be addressed in the ECF 4.0 spec to improve readabilty.
- Intances for all schemas.
- Regenerated hyperlinks in the specification.
