Updated Artifacts for WD21

- updated header information to indicate WD21
- added readme.txt on ws-calendar and samples

As of posting, there is no permanent accessible location for WS-Calendar artifacts. The included WSCalendar sub-directory holds those schemas as of WD19, which that TC voted out for public review. This version of the schemas was only tested with those artifacts. Please use them for any testing and review
