In October 1999, the OASIS Board of Directors chartered the Process Advisory Committee (PAC), chaired by Jon Bosak, with the task of creating and recommending to the Board a Process to be used by OASIS technical committees. In July 2000 the PAC submitted to the Board a process document, which was accepted by the Board as an official policy. In late spring 2001 the PAC began meeting again and considered a number of suggested revisions and bug fixes, and recommended to the Board seven changes, which the Board accepted at a meeting in August 2001. Starting in the spring of 2002 the Technical Advisory Committee, then later the Technical Advisory Board, both advisory committees to the OASIS Board of Directors, produced a revision of the TC Process which were approved by the Board on 16 September 2002. During the spring and summer of 2003, an ad hoc subcommittee of the OASIS Board of Directors discussed a series of proposed changes. The Board approved the changes on 27 August 2003. A summary of the changes is found at http://www.oasis-open.org/committees/change_summary_2003.php

The Process Subcommittee of the Board of Directors again revised the rules in 2004-05, to coordinate with changes to the OASIS IPR Policy. A draft of the proposals was circulated for review to OASIS members in October 2004. The Board edited the draft revisions to take member comments into account, and approved the revision on 23 March 2005, with an effective date of 15 April 2005. Feedback from TC leaders and members about the attendance rules which affect retention of voting rights led to a further change to Section 2.4. The amendment was delegated by the Board to its TC Process Committee, enacted by it on 9 August 2005, effective on 12 August 2005, and is reflected in the current rules.
