This is the directory for keeping track of Change Requests.

The process is described in cmp.doc.

Basically, to submit a CR, you open cr.dot, fill it in,
save it as cr.doc and e-mail to
rights-specification@lists.oasis-open.org.

The previously submitted CRs can be found in the numbered
subdirectories of this directory.  You can find a summary
of all the CRs in summary.txt.
