What about something more like this:
"The TC should consider the following options for dealing
with work products left by closed subcommittees:
* Determine whether the work can be parked as inactive or
complete
* Identify possible outside groups that might have an
interest in building on the work product
* Appoint an advocate to service the work product
* Ask the OASIS DITA community for volunteers who would
be interested in re-instantiating the subcommittee by
meeting the criteria for subcommittee creation
Changed 'decommissioned' to 'closed' as I figure that is
what you mean. Or it could be 'inactive.'
The first bullet is there simply to include the possibility
that the TC might well decide that the topic is no longer of
interest to a broad community and there is nothing wrong with
leaving it as is and not expending any more time on it.
The second bullet rephrases the original first bullet to
state what I think your goal is: see if there would be parties
outside OASIS who might have an interest in building on the
work product and if such exists then explore how to enable
them to do that. Depending on how that group existed, we'd
have to find a way to let them start from a copy, but that
would be a discussion when it came up.
The other two are the same...
