Conformance clause
"A statement in the Conformance section of a
specification that that defines precisely how an implementation
can conform to a specification and references one or more
portions of normative content, directly or indirectly, and may
refer to other conformance clauses." Guidelines to Writing

Conformance section
The topic (or topic collection) that contains conformance clauses.
The conformance clauses must be numbered. Note: In DITA
1.3 we hacked this by manually numbering section titles. For DITA
2.0, these should perhaps be separate topics.

DITA 1.3 example: "Â A DITA document MUST have as its

cannot be specialized, but which allows documents with multiple
sibling topics."
