OK. So just to be clear, I see
nothing in the IPR as being a restriction on readers or users of the specification.
I see the IPR policies rather as being restrictions on OASIS TC members,
and member corporations. If someone can point out where exactly the
IPR policy takes away any right from a reader, user, or implementer
of ODF, merely because of the fact that they are using ODF, I'd love to
hear it.. In fact my reading of it indicates that users have more
rights from using ODF than if you sat down and made up your own file format.
But enough of my preaching. Back
to your original question (or your guess, probably a good one, as to what
Adam was getting at) -- Not to speak for OASIS, or for the TC, but
I don't think a subcommittee has any discretion around IPR policy.
So the question really amounts to this: What IPR policy will the
TC being operating under at the time when the next ODF specification is
released? I have no new information on that. In the time I've
been on the TC, I haven't heard a change in this area proposed for the
next release. In any case, I don't think the existence of subcommittees
changes anything in this regard. It remains a single specification,
with a single TC and a single IPR policy.

I want to be careful not to speak for Adam here. But since he said:

I think maybe he was thinking of the IPR policy. This is just a guess.
