Title IPR Policy Transition
Description 
Specify the OASIS IPR model the XLIFF TC will adopt.  This ballot is the first step in the transition to the new OASIS IPR policy. The full procedure is outlined in the following URL:  http://www.oasis-open.org/who/ipr/transition_faq.php.  In past TC discussions the suggested best model for the XLIFF TC is the "RF on RAND" terms as defined in the following URL:  http://www.oasis-open.org/who/ipr/ipr_faq.php.
