Conduct ballot to approve WSS-M 1.1.1 as a Candidate OASIS Standard?

Should the Chair of the WSS-M TC request that TC Admin conduct a Special Majority Vote [1] to approve WSS-M 1.1.1 CS01 as a Candidate OASIS Standard [2]?

Web Services Security 1.1.1 is a multi-part specification and consists of 7 major parts:

This ballot requires a Special Majority Vote [1]. The TC roster currently lists 8 voting members. In order to pass, at least 6 members have to vote Yes and no more than 2 members may vote No.
