Title Approve revised XLIFF 1.1 spec & XSD as Committee Spec?
Description 
Approve as Committee Specification the corrected (31 Oct 2003) XLIFF 1.1 spec & XSD.  The correction consists of adding "row" to restype attribute values list.

Voting "Yes" also approves submission of the referenced spec & XSD to the OASIS Standards Review Process on 10 November 2003,  or as soon as the ballot concludes with the ballot passing.
