Resolve VIRTIO-129: s390 lists legacy Virtqueue Layout without legacy tag

Should the TC accept changes listed in the description to resolve issue VIRTIO-129, for inclusion in specification version(s) "virtio 1.0 cs03", and future versions of the specification?

The TC agrees to resolve the following specification issue:
VIRTIO-129: s390 lists legacy Virtqueue Layout without legacy tag

In ccw section, 4.3.2.3 Virtqueue Layout lists legacy VQ layout without mentioning it's legacy.

In particular, it mentions "align" variable which only exists
for legacy interfaces.

The TC accepts the following proposed changes to the specification:
--------------------------------------
Drop this section completely: VQ layout is documented
in the generic section.
Generalize "2.4.2 Legacy Interfaces: A Note on Virtqueue Layout": replace PAGE_SIZE with "alignment", and document legacy alignment for each transport.
