Bootstrapping discovery

Leave the current bootstrapping mechanism as-is

This is choice #1 on Martin Pain's comment of August 19 in https://issues.oasis-open.org/browse/OSLCCORE-9. See minutes of Aug 20 meeting https://wiki.oasis-open.org/oslc-core/Meetings/Telecon2015.08.20 for the transcript of the discussion. It was felt that choices 2 and 3 had a few issues and that as a result 1 was the best available.
