Title Close the Biometrics TC
Description 
The formation of the OASIS Biometric Services (BioServ) TC has been successful and all work items have been transfered to the BioServ TC. There are no longer any work items under the Biometrics TC and does not need to maintain existence. To finish up the transfer process, the Biometrics TC needs to be shut down.
