Description 
A call for objections was issued during the January OpenC2 TC monthly and the matter was deferred until after data was collected from the Plug Fest and sufficient time was allowed for email deliberations.

Should the resolution pass, the net effect will be combining the Language Subcommittee and the Implementation Considerations Subcommittee into a single subcommittee.  The Actuator Profile subcommittee will be unchanged.
