Publishing draft of WS-Topics

Do you approve the document WS-BaseNotificaton (http://www.oasis-open.org/apps/org/workgroup/wsn/download.php/7467/WS-Topics-1.2-draft-01.doc) being published publicly so that users of the specification have a stable draft version available until the TC publishes a Committee Draft?
