XML and WSDL elements in the specification

Issue:

We have several non-natural language elements to the specification. These are
the XML schema files and the WSDL files. Should these elements be included
in-line in the specification or should they be seperate documents included by
reference?

Proposal:

Include the schemas and WSDL by reference.

Rationale:

These elements each have their own specific syntax that is best read using
editors that work with their syntaxes. They have distinguishing names (URIs)
assigned under OASIS as a body. They can be found at the URL that corresponds
to their URI. Version numbers can be distinguished using the same mechanism.

This ballot is to vote on the acceptance or rejection of the above proposal.
