Title status value types and optional namespace

With reference to Anish's comment about the WS-Context status values:

"44) Section 5.1, page 15: given that the namespace attribute is optional, what 
happens if it is not specified?  Are the values specified in the spec 
(activity.status.ACTIVE etc) in no-namespace?"

Therefore, with reference to 
http://www.w3.org/TR/xmlschema-2/#QName, the proposal is the make status a QName.
