Title Vote on issue 262
Description
Paraphrasing http://services.arjuna.com/wscaf-issues/show_bug.cgi?id=262:

The status element in WS-Context is used to represent the current status of an activity. The current specification talks about allowing Referencing Specifications to "override" and "augment" these values. However, the specification does not say how this happens and the scheme does not lend itself well to this.

The two options we have to vote on (see Alastair's reference email attached) are:

(i) support the current schema where status is a QName , WS-Context defines basic ACTIVE, COMPLETING and COMPLETED values, which Referencing Specifications MAY use if desired, but are not required to. The WSDL operations for getting the status value are supported within WS-Context.

(ii) allow an activity to report statuses if the Referencing Specification supports them (via the WSDL operations provided in WS-Context). The type of status is a QName (no longer in the schema as a first-class element). No values are defined in WS-Context at all for the lifecycle of an activity; however, values fault wsctx:NoStatusesDefined and wsctx:unknownActivity are defined for respective circumstances.
