Charter

Statement of purpose:

The selection of suppliers and the ensuing contract negotiations are major processes in the procurement of goods or services. The processes followed are commonly referred to as Pre-Award in many public sector organizations, indicating that the final state is the awarding of a contract to a supplier. Note that subsequent processes between the supplier and the customer are referred to as Post-Award Procurement.

All information exchanged during Pre-Award Procurement must be trusted to ensure the integrity of the process. This requirement is often supported by legislation.

Pre-Award Procurement processes are increasingly using digitized exchanges of information and standardizing the document types for information exchanges is an important part of ensuring integrity and trust in electronic procurement (e-Procurement).

The UBL Pre-Award Procurement Subcommittee is tasked with identifying requirements for the development and implementation of standardized UBL document types for the Pre-Award Procurement processes that have the potential to lower cost, stimulate innovation, grow global markets, and protect the right of free choice of technology.

Scope of Work

1. To liaise with governments, industry, and organizations responsible for procurement to identify business and legal requirements for Pre-Award Procurement. For example, the CEN Workshop on Business Interoperability Interfaces (CEN BII).

2. To develop, document and maintain the semantic conceptual models for the UBL Pre-Award Procurement package. This may include identifying suitable code lists.

3. To liaise regarding the Pre-Award Procurement models with other subcommittees in UBL as required.

4. To foster implementations of UBL for Pre-Award Procurement through coordination, guidance, and responsiveness to queries in order to test the viability of UBL implementations in real-world scenarios. For example, the e-SENS (Electronic Simple European Networked Services) project.

5. To discover general principles for the development and selection of UBL facilities and for the adaptations of application or human interface presentations (output and input) for the Pre-Award Procurement context.

6. To develop informative materials as an aid to developers of UBL based applications and interfaces.

7. The Subcommittee is not responsible for the generation of any XML Schema.

The pace of development will attempt to keep up with the release of new versions of UBL.
