Candidate CD:
- a few formatting Clean-ups.
- Section 4.1.8: Profiling Rule (a):
make it clear that when ebbpsig:NonRepudiationInformation is NOT used (non-repudiation not required - just reception awareness) then no other element must be there: eb:Receipt is empty.
- Section 4.2.1: added a PMode parameter to control use of Receipts for NRR. (profiling rule (a))
