Conformance guidelines:
Updates to address Board comments (and more):
- new section 4.5 (dealing with external specs)
- new section 7.1, with "good" clause from MQTT.
- adding dos and donts to rules that did not have any (rules 4,6,7) (and cleaning up the dos and donts).
