Description
Update to the SHA3 draft to address David Gascon's concerns:
1) added the table to SHA-3 384 General Length HMAC. and SHA-3 512 General Length HMAC
2) added the HMAC specific key type to the generalized table.
3) updated the table and the text to use require at least one byt in the generalized hmac. This follows the ballot on 2016-06-14 "Interpret HMAC General Signature Length of 0 as an Error, and move "General block cipher mechanism parameters " from Historical back to Current Mechanisms document" which ammended the base document to disallow '0' in the general length HMAC.
4) changed 'will' to 'shall' where appropriate (appears to be all occurances of will).
