At today's meeting, a productive discussion transpired about how the EDXL-DE is intended to enable receivers to know for sure that emergency messages are truly authentic and issued in a proper way by a proper authority (sometimes referred to as “nonrepudiation”). There is an education gap that needs to be filled in order for people to appreciate and understand that the DE was designed specifically to address this fundamental requirement for emergency messaging.
The participants discussed four components of “nonrepudiation”: Authenticity, Authorization, Authority and Intent. The components can be supported in the EDXL-DE using the Sender, Recipient and Keyword fields. These fields use the ValueListURN structure which allows these fields to link to externally managed policies.
