Ballot Details: Processes for voting rights, leave of absence, and IPR disclosures in VIRTIO TC (CLOSED)

|Ballot Description||This ballot requires a Special Majority Vote . The TC roster currently lists 6 voting members. In order to pass, at least 4 members have to vote Yes and no more than 1 member may vote No.

Below is the main text of the message:
This clarifies TC process and rules as they apply to the virtio TC.
- To gain voting rights, request them explicitly from the chair
- All leave of absence requests are approved automatically
- IPR disclosures should be sent to the mailing list and will be uploaded to github

+The Virtio TC has adopted a standing rule to conduct business only by electronic ballot, without Meetings.
+Gaining voting rights
+A TC Member who lacks voting rights shall only gain voting rights
+ after requesting this from the TC chair by submitting the request to the
+ virtio mailing list
+ with a copy sent to the TC chair by email. For example, for a new TC member
+ to gain voting rights the request shall be send to the TC
+ chair after the close of the 60th day.
+Maintaining Voting Rights
+A Voting Member who fails to cast a ballot in two consecutive Work Product
