README for OASIS UBL NDR distribution #2

Introduction

This is the second review distribution of the outputs of the OASIS
UBL Naming and Design Rules subcommittee (NDR SC).  For more
information about the work of the NDR SC, please visit the NDR
portal:

While only PDF files are made available in this zip file, source
forms of the relevant documents are also available through the
portal.

This distribution contains the following documents:

- Revision 04 of the modnamver paper
  draft-burcham-modnamver-04.pdf

  This paper discusses our potential choices on UBL schema
  modularity, namespaces, and versioning.  While we have made some
  decisions along these lines, we have not finished our work here.
  Also, this revision of the paper does not entirely reflect our
  most recent discussions.  If you wish to see these, look on the
  portal for meeting minutes in the month of May.

- Revision 03 of the elements vs. attributes paper
  draft-stuhec-elemvsattrib-03.pdf

  This paper has not been revised since distribution #1, but since
  we have since agreed to its recommendation on empty elements and
  also made some new recommendations on global attributes, it
  seemed appropriate to republish this.  It is due for a revision
  to reflect these recent decisions.

- Revision 01 of the facets paper
  draft-stuhec-facets-01.pdf

  This is a new paper that outlines how core component types are
  handled.  We have made some decisions in this area that are not
  fully reflected here nor in the NDR document; this is due for a
  revision, but can be seen in the XSD outputs of the Library
  Content SC.

- Revision 01 of the local vs. global paper
  p-desre-localvsglobal-01.pdf

  This is a new paper asking us to question our previous
  recommendation on making most UBL elements local and unqualified.
  We have just begun to discuss this topic, and will continue our
  discussions at the F2F meeting 3-7 June 2002.

- Revision 09 of the code lists paper
  p-maler-codelists-09.pdf

  This is (intended to be) the final version of this position
  paper; the NDR document reflects our recommendations on the
  subject of representing codes in XML form in UBL.

- Revision 5.2 of the CCTS feedback paper
  ubl-cctscomments-5p2.pdf

  This paper constitutes the main part of our formal comments on
  V1.8 of the Core Components Technical Specification.  This is
  properly an output of the entire UBL TC, not just the NDR SC.  It
  is included here to give full context to our naming
  recommendations.

- Revision 12 of the NDR document
  wd-ublndrsc-ndrdoc-12.pdf (also available in Word)

  This is the design rules document that houses the recommendations
  of the NDR SC.  Only agreed-on recommendations appear in this
  document; issues under consideration, and rationales for
  previously decided issues, can be found in individual position
  papers.  Not all existing position papers have been provided as
  part of this distribution, but they are all available on the NDR
  portal.

- CodeListModuleTemplate.xsd

  This is a template for an XSD file that external code list
  agencies may want to use.  It is referenced in the NDR document.

the precise line or section number and provide suggested
modifications where possible.

The work of the NDR SC is ongoing.  There is no specific deadline
for comments on distribution #2, but please be aware that any of
these documents may be superseded by later revisions at any time.
