Ballot: Approve Web Services Transaction Version 1.1 as an OASIS Standard
In principle, Fujitsu supports WS-Transaction v1.1 specification to be approved as an OASIS standard. However, the draft under ballot contains a problem, and we cannot vote for it unless changed appropriately.

The problem is the reference to the following specification in a normative part of the WS-Transaction v1.1 document:

- Web Services Policy Framework (WS-Policy)
- Web Services Policy Attachment (WS-PolicyAttachment)
- Web Services Business Process Execution Language (WS-BPEL)
- Web Services Security Policy Language (WS-SecurityPolicy)
- Web Services Secure Conversation Language (WS-SecureConversation)
- Web Services Trust Language (WS-Trust)

Currently an old draft version of WS-BPEL is refered. The reference to WS-BPEL should be the Committee Specification of OASIS WSBPEL TC.
Other documents refered are on proprietary site (xmlsoap.org) although they have been submitted to W3C/OASIS.
The reference to WS-SecureConversation and WS-Trust should be the OASIS standard specifications.
The reference to WS-SecurityPolicy should be the Committee Draft of OASIS WS-SX TC.
The reference to WS-Policy and WS-PolicyAttachment should be the specifications on W3C Web site.
