Comment:

One note from one of my colleagues is that Wan-Teh's proposal would need to be augmented to support both confidentiality and integrity mechanisms, and needs consistency with the KMIP batch feature.

Both proposals have items of merit in them, and neither is a finished product, yet, but I prefer the direction of Wan-Teh's at this point.
