My vote is yes with comment.

Due to some substantive changes between CSD 3 and this version, the language specification has developed some inconsistencies. The specification states that command arguments are independently defined (section 2.2.1) then the examples indicate that some of the arguments are defined in the context of an actuator. Section 2.2.1 identifies the concept of an 'actuator option' but balance of the specification indicates that this data will be moved to the arguments field.

Section 3.2.1.1 makes references to 'verbs', 'objects' and 'subjects'. These are OK for purposes of an analogy, but not appropriate for definitions
