I am voting NO for the following reasons:

-I see that those we are trying to help with this document (UN/CEFACT ICG) dov not want the help.

-The document uses terms like "best practice" which is misleading. It is simply a report.

-It is creating more questions than it is answering.

-I am begining to feel that this document is taking the emphasis away from the main task for the TC (review and approval and 3.0 specs.

-The cost/benefit analysis is not favourable.

My NO vote has no reflection on the good work and
dedication that Duane and others have put into this
document.
