15-day Public Review for Transformational Government Framework V2.0 (#TGF) – ends 14 April

The OASIS Transformational Government Framework TC TC members [1] have produced an updated Committee Specification Draft (CSD) and submitted this specification for 15-day public review:

Specification Overview:

The Transformational Government Framework (TGF) is a practical “how to” standard for the design and implementation of an effective program of technology-enabled change at national, state or local government level. It describes a managed process of ICT-enabled change within the public sector and in its relationships with the private and voluntary sectors, which puts the needs of citizens and businesses at the heart of that process and which achieves significant and transformational impacts on the efficiency and effectiveness of government.

The TGF provides a tried and tested way forward utilizing the best parts of existing e-Government programs and avoiding large new investments. Its formalization as a Pattern Language enables it to be encapsulated in more formal, tractable, and machine-processable forms, thus making it easy to integrate into desk-top tools and management software aiding testing and assurance of compliance and conformance.

TC Description:

The Transformational Government TC is advancing an overall framework for using information technology to improve the delivery of public services. Unlike traditional e-Government strategies of the past, Transformational Government begins with citizen engagement to assure greater use and return on investment.

The work of the TC includes defining the framework, identifying use cases, and providing adoption guidance for governments around the world, regardless of their history in implementing e-Government.

Public Review Period:

The public review starts 31 March 2014 at 00:00 GMT and ends 14 April 2014 at 23:59 GMT. The specification was previously submitted for public review [2]. This 15-day review is limited in scope to changes made from the previous review. Changes are highlighted in the diff-marked PDF file [3].

This is an open invitation to comment. OASIS solicits feedback from potential users, developers and others, whether OASIS members or not, for the sake of improving the interoperability and quality of its technical work.

With this public review, we are testing a new convenience feature for sending comments to the Technical Committee. The file

Note that the Table of Contents doesn’t work in this version and other internal document links may not work in this file. That is one of the items we need fix before making this capability more broadly available. Please feel free to let us know if you find this feature helpful. We plan to refine it and make it a part of our normal public review process.
