Jerry Smith was recognized as an OASIS Distinguished Contributor in 2011. He leads the International Standards Program in the Defense Information Systems Agency (DISA) – the U.S. Department of Defense’s (DoD) Executive Agent for centralized life-cycle management of information technology standards. Mr. Smith coordinates the Department’s participation in global public and private sector Information Technology standards activities representing the U.S. at the national and international level. He has been involved with various aspects of information technology and computer systems software, including national and international standards development and coordination, for over 35 years. He has a BS degree from Michigan State University and MS degree in Regional Science from the University of California at Berkeley.
Mr. Smith currently serves on numerous national and international committees associated with information technology standardization. He is the Department’s Senior Official for Federal Information Processing Standards (FIPS); the voting representative to numerous international committees such as the ISOC, IETF, INCITS, W3C, OASIS, and IEEE. He has served as chair, as rapporteur, and as U.S. Head of Delegation for numerous technical committee and working group meetings. He represents the U.S. DoD on the Federal CIO Council Cloud Computing Standards Working Group; the Net Centric Industry Consortium (NCOIC) Open Standards Working Group (OSWG); the NCOIC Cloud Computing Working Group (CCWG); OASIS Identity In the Cloud Technical Committee, American National Standards Institute – International Forum (ANSI AIF), serves on the Emerging Technology SIG and the Government Advisory Panel of the of the American Council for Technology – Industry Advisory Council (ACT-GOV) and the Internet Society (ISOC) Advisory Board. He co-chairs the OASIS Product Life Cycle Support Technical Committee; serves as Secretary of the OASIS QUOMOS Technical Committee; serves as Secretary of the ISO TC184-SC4 Committee on Industrial Data – Automation and Data Standards; and serves on several American National Standards Institute (ANSI) appointed boards and committees; the INCITS Executive Board; the ISO/IEC JTC1 Technical Advisory Group; U.S. Joint Technical Committee for Functional Standardization (JTFS); and the ANSI Government Affairs Forum. He served on the PLCS, Inc. Board of Directors. He is the Founder and Chairman of the Board, Intellegere Foundation®, a 501(c)(3) charitable organization dedicated to science and technology research and education. Prior to his current government service, he was the Director of Product Assurance at the world’s largest independent software engineering company. While in private industry he served on the CODSIA (Council of Defense and Space Industries Associations) as a principal U.S. industry representative for the Electronics Industries Association in coordinating proposed new federal information technology standards at the national level. He also organized and chaired 13 international conferences on software engineering involving the Library of Congress, NIST, DoD, NSIA, EIA, AIAA, ACM and IEEE. As the recipient of many awards, he is a frequent speaker at national and international workshops and conferences. He has published numerous papers and articles in professional journals and books. Recent publications include the Defense Standards Journal, ISO Focus and a chapter in the book titled The Standards Edge.
