30-day Public Review for Election Markup Language (EML) Specification Version 7.0

The OASIS Election and Voter Services TC [1] members have recently approved a Committee Specification Draft (CSD) and submitted this specification for 30-day public review:

Specification Overview:
EML is a standard for the structured interchange among hardware, software, and service providers who engage in any aspect of providing election or voter services to public or private organizations.

The changes from EML v6.0 that this new version introduces are as follows:

• updates applied to match requirements for the USA’s UOCAVA (Uniform and Overseas Citizens Assistance in Voting Act) application;
• updates applied to match new requirements from the Australia Election Commission;
• update to the dSig schema for latest W3C 2002/2008 specification;
• update external reference from xNAL v3.0 to xNAL v4.0;
• new Conformance criteria.

TC Description:
The E&VS Techncial Committee has worked very closely with the IEEE P1622 committee over this new release and aligning the needs of the USA’s UOCAVA (Uniform and Overseas Citizens Assistance in Voting Act) application. We will continue to work with them, and any other jurisdiction, to ensure EML meets the global needs of e-enabled elections.

Public Review Period:
The public review starts today, 18 August 2011 and ends 14 September 2011.

This is an open invitation to comment. OASIS solicits feedback from potential users, developers and others, whether OASIS members or not, for the sake of improving the interoperability and quality of its technical work.
