I don't have debian packages, you may find libxml2/libxslt from Debian but I can't garantee they are up to date otherwise compile from the sources of 2.4.2 and 1.0.2: ftp://xmlsoft.org/ I'm afraid I don't provide a full solution, PDF can probably be generated from the resulting FO using FOP, RTF I have no idea.
