This apparent duplication is in both ODF 1.2 and ODF 1.3. This section was substantially re-written between ODF 1.1 and ODF 1.2, but the change is not listed in the Appendix of ODF 1.2. The content of the paragraph after the table is not exactly the same as the first paragraph. I think that we need to check that the first paragraph is what has been implemented and that nothing of significance is added in the last paragraph.
