SVG 1.1 has the text, "A negative value is an error (see Error processing). A value of zero disables rendering of the element." SVG 2 refers to CSS and that has the text, "Negative values for 'width' are illegal." Therefore the proposal is, to restrict the data type for svg:width and svg:height to non-negative length in ODF too.
