OASIS does not use the default workflow of JIRA but has the workflow 
"Technical Committee Issues", see section "Workflows" in
http://docs.oasis-open.org/templates/TCHandbook/content/tcoperations/issuestracking.htm

BTW, http://docs.oasis-open.org/templates/TCHandbook/content/ has a lot 
of documents of this kind.
