There is a need for a formal process within W3C for disposing of issues raised by the OASIS committee:
the OASIS committee does not attempt to interpret W3C Recommendations for users of the test suite
a formal channel for submitting issues to the W3C is needed
an appeal process needs to be well defined
a response from W3C may be questioned by the committee
timing delay
accuracy contention
perceived bias potential
the committee needs to be able to challenge a response
Challenging the W3C for accurate and defensible information is done with the objectives of:
improving testability of Recommendations
improving quality of Recommendations
