That's a very good question!
Moreover, I don't think (searching in part 3 didn't reveal any)
normative citations of UTR18 or UTR20. UTR9 is cited in normative text.
Annex E.1, our description of bidirectional text.
But for the other two, UTR18 and UTR20, definitely not cited and
non-normative.
