Just saying 64 bit fields may not be atomic is true, but less helpful
than it might be. Add explicit guidance about what the consequences of
non-atomicity are

Reminder: A Voting Member must be active in a TC to maintain voting rights. As
the Virtio TC has adopted a standing rule to conduct business only by
