The raw initial working draft of the new DE 2.0 specification using the new template format. Note that this is in Open Document format, not Word format.
The biggest change from the last version of the document (http://www.oasis-open.org/apps/org/workgroup/emergency-if/download.php/39733/EDXL-DE_Spec_v2.0-v08-ModsInProgress-1%20HJv3.doc) is that this latest version has data dictionary tables that conform more closely to the new DE 2.0 schema found here (http://www.oasis-open.org/apps/org/workgroup/emergency-if/download.php/40572/DE_2.0_DraftSchema_v3.zip) and also found with examples here (http://www.oasis-open.org/apps/org/workgroup/emergency-if/download.php/40578/DE_2.0_schema_ver3.0_HAVE_Examples.zip)
