WIP1:

Added back two Signal Price Enumerations, generic signal type, as per EK in http://tools.oasis-open.org/issues/browse/ENERGYINTEROP-468

WIP2:

Added necessary EMIX subdirectory to package. This is the version of the EMIX Schemas voted out for PR on 9/8/11 which is not yet directly referenceable.
