The United States does not oppose this Motion. The advocate for the accused has both an ethical obligation and a constitutional duty to conduct a thorough factual investigation and legal analysis. See United States v. McVeigh, 918 F. Supp. 1452, 1459 (W.D. Okla. 1996). When a defendant is unable to pay for hjis defense, he must rely on the court's authority under the Criminal Justice Act, 18 U.S.C. §3006A (2001), for payment of counsel, investigators, experts, and other services necessary for adequate representation. See id. at 1461. Accordingly, it is hereby ORDERED that all applications to incur costs associated with the preparation of the defense in this case and for payment of the same shall remain under seal until final judgment is entered and for such time thereafter as the Court deems appropriate.
