New candidate CSD03 TA Markup 4/25 revision:
- remove RFC reference.
- removed remaining testAssertionSet model ref.
- updated RelaxNG defs to narrow extensibility points (attribute * - taml:* { text }*) and updte some types.
- updated schema in Section 3 (types details, ##any -> ##other)
