- General direction of main proposal is correct: time needed to read carefully.
- New issues to be raised for description of applying annotations to language elements. (Bryan to raise)

- This introduces a change from the input documents forcing a migration. It is not an incompatible change since existing annotations can still be supported.
- Charter requires migration guidelines. This would be first content. New issues to be raised for migration quitelines (David to raise)
- Approve proposal with typo correction

Hold pending resolution of WSDL - C++ round trip issue.

- Timing of first Committee Draft: Wait until URL issues resolved, also wait for CD from Assembly TC.
- References and Conformance section: We will have to add a conformance section; the guidelines are forthcomming. Assembly, Policy should be considered normative, WSDL->C++ document might be, need to consider language specifications.
